As you may know, TradeWorthy has been engaged by the Pacer Plus Implementation Unit to support the development of an E-commerce Acceleration Work Plan for the Cook Islands.
Some of you may have been involved in the surveys and consultations conducted to-date.
As the overall strategy continues to progress, our focus is now turning to legal & regulatory issues that may help to create an ‘enabling environment’ for e-commerce.

In our discussion, we will brief you on our ‘gap analysis’ of Cook Islands current laws (as compared to other jurisdictions) and then seek your views on some key questions:
- Are certain laws or the absence of certain laws a key issue in supporting a thriving e-commerce market in the Cook Islands?
- If so, can you specifically identify the laws (or absent laws) at issue?
- Do you feel there is a good understanding of how laws can support a thriving e-commerce market in the Cook islands?
- What would help improve this?
- Do you feel the Government is well-resourced (financial or human resources) to implement, monitor and enforce existing laws that affect e-commerce?
- What should be the priority investments or activities to improve this?
- Is there a high level of awareness among consumers / businesses as to their obligations and rights when buying and selling online?
- How could this be improved?
- With the possibility of new laws to support a thriving e-commerce market in the Cook Islands, what would be the most effective way of ensuring they are understood, implemented and enforced?
